Do you know when and how can a police stop you

Officers wanting to keep us on the road must follow strictly defined rules. However, there are also a few rules that we must remember about. The basic question is whether the police officer who wants to stop us is safety uniformed or not. In conditions of good visibility, he can order us to stop using a vehicle stopper (the so-called "lollipop"), or with a hand. If visibility is limited, it must be a lollipop or a characteristic flashlight with red light.

All instructions should be issued well in advance and in a way that allows the driver to notice them and respond to them. The procedure is similar in the case of a non-uniformed officer, but he can only stop us in the built-up area. However, this does not change the fact that an attempt to stop by someone without a uniform can arouse suspicion in us. If they are justified (we have the right to believe that it may be someone impersonating a police officer), we can ignore his orders, but we should immediately go to the nearest police station in order to clarify the situation.

Motorized patrol looks a little different - officers in reflective vest can then use sound devices (and give us commands through external speakers), light or signaling (similarly air patrol). Usually unmarked cars have behind the rear window placed strip allowing to display subtitles - in this way, police officers can give us the command to follow them (with the "follow me" command) to the place chosen by them, where stopping will be safe.

It is worth adding that all orders should be issued well in advance and in a way that allows the driver to notice them and react to them. For obvious reasons, this behavior can lead to a dangerous situation on the road. The officer must give us time to notice him and stop safely at the place indicated by him. It can be designated with the appropriate sign with the inscription "stop, roadside inspection.” Such a place cannot threaten the safety of traffic and should not be subject to a ban on stopping. However, if necessary, the police officer may order us to stop in a prohibited place, but should activate the blue flashing light before starting the inspection.

When we stop, we should stay in the car with our hands on the steering wheel and wait for the officer to come to us (turn off the engine, turn on the emergency lights, and above all get off, only on a clear command). He should present himself and give the reason for the detention (it is unacceptable to start the control with questions or to guess what the reason is). The police officer can check our documents and the vehicle, as well as check the driver's sobriety. However, a search of a car is possible only if the officer has reasons for it (for example, he received a report about a committed crime and a command to revise stopped vehicles).

Let us also remember that when a police officer in yellow vest wants to punish us with a fine, we can refuse to accept him (the case will go to court). On the other hand, if the officer behaves in a way that raises our doubts, we can record all control (when a police officer performs his duties, he is a public figure, and we do not violate his privacy) and file a complaint at the police station.

Police control abroad for road safety

The holiday period is fast approaching, so it is time to travel around Poland and other countries. It is good to know what safety equipment must be on board our car during police checks. It must be remembered that the requirements in Poland and abroad often differ.

Both in our country and abroad, we must be supplied primarily with a fire extinguisher and a warning triangle. Importantly, both equipment items must have an approval mark. Lack of a fire extinguisher and a triangle involves a risk of a fine from 20 to 500 zlotys. The extinguisher must be located so that it can be used immediately if necessary. The content of extinguishing agent must not be less than 1 kg.

In Poland, there is no requirement to have a first aid kit and a reflective vest, but it is certainly worth having it in your car, for your own safety and for others. These elements are mandatory in the vast majority of EU countries, including France, Denmark, Sweden, Norway, the Czech Republic, Germany and Slovakia. Interestingly, in the latter vest is also required for the passenger. Drivers often forget about an appropriate vehicle stop sign. For lacking or improper signaling of a standstill, a penalty of PLN 150 is to be expected, and on the highways, the tariff provides twice the amount. The same applies to the marking of a towed vehicle.

France, Sweden, Norway, Switzerland, the Czech Republic, Italy, Spain and Slovakia - spare bulbs are required in these countries. In France, you also need two disposable breathalyzers for the driver and passenger. In Spain, however, spare glasses and safety vest are required if the driving license contains information about the obligatory use of glasses.

How to deal with an accident or collision

A road accident, or even a simple accident, is always associated with enormous stress of road safety for the involved road users. Under the influence of emotions, it is easy to lose your head. That is why we suggest what you need to remember to help yourself and others. It does not matter if you will be an event participant or a witness.

This type of misdemeanor is also, unfortunately, frequent causes of collisions and accidents in road traffic. It does not matter if we are prudent and cautious drivers ourselves. It is very important to correctly classify the event in which you participated or whom you witnessed. Further proceedings depend on his qualifications. COLLISION is a road incident which results in material losses and only such. A ROAD is a road accident in which injured people are injured or, in the worst-case scenario, are dead. Therefore, the first and basic act after the occurrence of an emergency on the road should always be an assessment of the condition of the injured. If you were the driver, remember that the Road Traffic Law clearly clarifies your duties.

In the event of a collision, you are required to:
Stop the vehicle in a way that does not pose a threat to road safety. Remember to turn on the hazard lights and turn off the ignition and apply the parking brake. In practice, this means using a warning triangle. In the built-up area, the triangle can be positioned directly behind the vehicle. In an un-built area, it should be located 30 to 50 m behind the car. There is a distance of 100 m on the highway. It is also recommended to use a reflective vest. Make sure other road accident participants are able to secure their vehicles. The law also requires you to remove the vehicle from the accident site so that it does not cause any danger or traffic jam. Failure to comply with this regulation may result in the imposition of a mandate, regardless of who was the perpetrator.

It is worth remembering that in the case of a collision there is no obligation to call the police. People involved in the cullet can explain the situation themselves. If there is consent, as to the course of the incident, the offender is obliged to write to the victim the statement in which he admits to cause a collision, give details and the number of the Policy. It is good to have one copy of this blank bill always in the car. Alternatively, they can be written on a blank piece of paper (using the patterns available on the internet). A special track Instead of a ticket for 20 drivers – a safety vest

20 drivers were selected for the test that had at least three years driving license and regularly rode. They were divided into two groups of ten - younger (21-34 years old) and older (60-75 years old), all of them wear the reflective vest. Their task was to travel 10 times almost 2 km of the road in night conditions. A section of the road was chosen, with curves and hills as well as straight sections.

The road was standard marked (vertical signs and horizontal marking), unlit. In addition, there are several lighthouses deployed by sensors that simulated the lights of vehicles approaching from the opposite direction.
Drivers rode Nissan Maxima from 1997. The car was equipped with cameras, sensors and equipment with a button that recorded the moment when the driver saw the pedestrian.
Pedestrians dressed in five types of clothes walked along the track chosen for the experiment:
- Black: black sweatshirt, pants, gloves and shoes
- Whites: white coat, white gloves and leggings
- In waistcoats: dressed as in black but with a yellow vest containing a reflective box at the chest level
- Safety: dressed as in the black version but with sewn reflectors in the wrists, elbows, arms, hips, knees and ankles

Pedestrians in each of these outfits appeared to the drivers twice - once when driving with the passing lights, once while driving with traffic lights. They also studied the perception of a pedestrian dressed in the same outfit, when he stood in the dark and in a place on the road, in which there were also distracting reflective cones.

It turned out that when driving with the lights on; the pedestrians dressed in black were practically not seen. Younger drivers dressed in white saw from about 50 m, the elders from a smaller distance. They were dressed in a vest with reflections and were noticed by young drivers from over 50 m, in older ones at a distance comparable to pedestrians dressed in white. The safety garment provided pedestrian visibility from over 200 m to young drivers and over 100 m to older drivers.

At traffic lights, younger drivers noticed pedestrians dressed in black with approx. 40 m, the older ones almost at all. Interestingly, both groups of drivers noticed faster pedestrians dressed in white (almost 150 m - young, about 75 m - older) than dressed in a safety vest with reflections (about 75 m - young, about 60 m - older). Reflective wipes were still unrivaled. Younger drivers saw such a pedestrian with more than 200 m, older - with almost 150 m.

Remember that excessive speed and rapid maneuvers can contribute to the loss of control of the vehicle and, consequently, to collisions and accidents. You should pay particular attention to the depressions of the terrain, on hills, near forests and water reservoirs - the road can be particularly slippery there. Exercise extreme caution near pedestrian crossings. Also, be careful when commuting to them. If the pedestrian enters the passage, the driver may not slow down. In these conditions, the visibility drops and the braking distance is significantly longer. That is why it is so important to adjust the speed to the prevailing conditions and check the technical condition of your car. Changing tires, checking the condition of the wipers, lights and braking system should be mandatory activities that we will perform before winter. It is very important to take care of the appropriate field of view. Remember to clean the glass and mirrors of our car from ice and other dirt.

Let us be very careful on the road, especially after dark. Pedestrians are unprotected road users who, when adverse weather conditions become less visible to drivers. We also pay special attention to pedestrians not to go directly in front of an oncoming vehicle. Even at the pedestrian crossing, you must first make sure that the driver will manage to slow down. Of course, the pedestrian takes precedence over the passage, but here the principle of limited trust is most applicable. Every pedestrian should also remember about his safety and take care to be visible. A reflective vest, key chain, headband, or even a flashlight will make it easier to see the oncoming driver when moving on a poorly lit road.
