Reflective vest for cars: obligation and penalties

The reflective lifejackets are mandatory to wear when you leave the car stopped outside the towns and in conditions of poor visibility.

Reflective vest for cars: obligation and penalties
The reflective vest, also called a life-saving giblet, has been compulsory by law since 2004. The Decree of December 30, 2003 of the Ministry of Infrastructures and Transport establishes that those who leave a car in a stationary condition in poor visibility conditions (low lighting, fog, snow or heavy rains) is required to wear the jacket. It is advisable to keep the jacket placed in the vehicle, possibly not in the luggage compartment, so that it is within reach for wearing it before getting out of the car.

Reflective jacket, which one to choose?
The Highway Code foresees in article 162 the use of the reflective vest or alternatively high visibility retro reflective braces.

How should the jacket be?
The Decree of 2003 established that vests and braces must comply with the approval with the CE mark and the initials UNI EN 471. It does not matter the color, which can be yellow, orange or red, as long as it is fluorescent and has strips that reflect light.

Obligation of the reflective vest
Always the art 162 paragraphs 1 of the Highway Code impose the obligation of the reflective vest to the drivers of all vehicles, excluding cycles, two-wheel mopeds and motorcycles. In the standard quadricycles are not excluded, so for example driving quads and mini-cars must have the jacket. This also applies to foreigners, even if the decree focuses on vehicles registered in Italy, leaving drivers of foreign vehicles the possibility of having a jacket that has not been homologated.

Life jackets: sanctions
It is advisable to keep the reflective safety vest in the door in order to wear it even before getting out of the car. Who transgresses the rule, can run into administrative penalties ranging from 41.00 Euros to 169.00 Euros, which for the driver are also to reduce 2 points from the license. In any case, it is not mandatory to have the jacket in the car and show it during the checks, while it is for the triangle.

The new North wave summer collection with reflective material

The Italian firm North wave presented a few days ago its complete collection of clothes with reflective material for the spring-summer season of 2017, a collection whose common denominator remains, without any doubt, comfort, design and quality. Extreme2, Mind Field, Palm Beach and Logo 3 jerseys, Logo 3 and Blade 2 culottes, Flag Man and Blaze gloves and Vortex Jacket windbreakers, Vortex Vest vests and Extreme Tech stocks are the main stars of this collection.

The short sleeve jerseys Extreme2, Mind Field, Palm Beach, and Logo 3 of North wave share a good part of its main characteristics, among which its fabric covered with microscopic pores that guarantees an excellent perspiration. In addition, the super-breathable 3D mesh inserts on the sides achieve even greater ventilation. The lower part of their sleeves has great grip points that adapt like a second skin. It also has an elastic silicone band around the waist. A complete YKK zipper, three back pockets, and a full reflective band at the waist complete the details of these jerseys.

Both the Logo 3 calotte and the Blade 2 have K110 padding, specially conceived to face medium and long distance routes with excellent shock absorption and great breathability. They are made with a compression fabric that reduces muscle vibration thereby decreasing the feeling of fatigue and improving sports performance. The straps of these culottes are made in a mesh that guarantees greater breathability. On the other hand, the construction of the leg cuff combines a 4.5 cm microfiber band with a cut panel for a perfect fit.

They also have reflective details on the legs and the lower part of the back.
The Flag Man short gloves from North wave have a perforated microfiber palm for great breathability. Maximum comfort is achieved thanks to its latex foam padding on the palms. The flexible mesh on the back promotes increased airflow and quick drying. A Velcro adjusts the cuffs, the thumb has a microfiber area that will help us to clean the sweat, and the tabs of the fingers allow you to remove the glove easily.

The local police will equip new safety vest

The police force will renews the uniforms, weapons, ammunition and acquire bulletproof safety vests. The network allows a coordinated response of the security forces to fires or attacks.

The Local Police has joined the Emergency Radio communication System of the State, Side, which facilitates coordination with security forces and other teams, such as the National Police, Civil Guard, General Directorate of Traffic, DGT, and the Military Emergency Unit, UME, among others.

The announcement was made by the mayor of Caceres at the headquarters of the local police. Since this company is responsible for the implementation and maintenance of this service, it happens throughout the national territory. Guillermo explained that Side is a digital radio communication network «of the State, which operates Telephonic and based on the tetragon standard» like that used by other European countries such as France or Switzerland, set up by the Ministry of the Interior and that covers everything the country. The network is "private, completely outside the networks for public use, a frequency band that is owned by the Ministry is used, which ensures privacy and has a total availability, virtually never falls when there are catastrophes or emergencies", added Santa in safety clothing. The network, therefore, facilitates voice and secure data communications and quality in all types of situations, because it uses a frequency band different from commercial radio networks, which in turn prevents them from being intervened by external agents.

This network facilitates "that each body functions in an independent manner, in this case the Local Police, the National Police, the Civil Guard, but allows much greater coordination in an emergency situation or lack of security," said the director of Telephonic in Extremadura, as well as facilitating the location of terminals. The Ministry of the Interior opens this network to incorporate other administrations. The municipality is the first one that has adhered to Extremadura, where the Board uses it for the 112 Emergency and Emergency Care Center and the Extremadura Health Service. For Elena Nevada, with the incorporation of the local police of Caceres into this system, "the service and the response to the citizen is improved and, therefore, to continue advancing in security".

In particular, the provision to the local police of Caceres has consisted of 51 terminals, 50 of them portable that will carry the agents, and one fixed, two units of vehicles and a Terminal Positioning System. Telephonic has been awarded the support of this service, as well as the supply of devices, the maintenance of the service and the equipment for four years. The cost of this system has been 165,000 Euros, which according to Elena Nevada, "to continue to improve the security of the city and, above all, the response capacity of our local police.” The mayor also stressed that Caceres "is the safest city in Spain and this is due not only to the media but also to the people behind this public service", in recognition of the work of the local police, although "there is no never lift your foot ».

Likewise, in the next few days the agents will be given bulletproof vests, which will be in use before the end of the year. As explained by Mateo, the council "has made a first consignment of 40,000 Euros" for its acquisition, "the goal is that between 2017 and 2018 the entire workforce, when they go out to the street to do operational services, are gifted with protective vests. Although Caceres is one of the safest cities in Spain, Rafael Mateo believes that, at an anti-terrorist level, 4 "nobody is on the sidelines of a possible attack.”

Do you know how to change a wheel

92% of Spanish drivers do not know how to perform technical operations such as changing the wheel, brake pads or cabin filters, according to Nor-auto, as well as the return operation that begins this weekend. It is bad for road safety if they meet the road accidents.

It ends August and the return operation begins. Thousands of trips are expected throughout this weekend throughout Spain, and for this reason, the chain of maintenance and comprehensive equipment of the car, indicates that 92% of drivers in our country do not know how to carry out technical operations change of tires, cabin filters or brake pads.

As for the change of wheel, a situation that any regular driver can face, especially at this time, Nor-auto advises to ensure that the vehicle has a reflective vest, triangles, spare wheel, jack, key and anti-theft bolt.

Likewise, the maintenance chain recommends the user to take the punctured wheel to the mechanical workshop to assess its repair or replacement and verify that the vehicle can circulate safely. If you really do not know how to make it better, do not forget to call the safety vest dressed police, they will help you.

107 motorcyclists without safety vest died on the highway

107 motorcyclists died on the highway in the first half of 2017 without any safety vest, which is equivalent to 44.5% of the total deaths recorded in traffic accidents in that period. According to statistics from the Ministry of Public Works and Transportation (MOPT), between January 1 and June 30 there were 240 deaths in road mishaps, an average of 40 per month.

For the Traffic Police, the education and good sense of the drivers is vital to diminish those figures. "We cannot do more than what is humanly possible, such as sanctioning, advising, and educating through media campaigns. The other part of the equation corresponds to each person, to their own love and common sense," said Sonia Monger, deputy director of that body police.

The official added that, in the case of motorcyclists, it is vital that the helmet and reflective devices are on, as well as that they respect the speed limits.
In six months, the Transit fined 2,432 drivers of those vehicles for driving without a helmet, 1,429 because the companions did not carry that safety device and 2,888 for not wearing clothes or a reflective vest.

The number of deaths on motorcycles during the first six months of this year exceeds the statistics recorded in the same period of 2016, when the authorities accounted for 97 deaths. The projection of the Traffic Police is to close 2017 with 480 deaths in traffic accidents, 32 more than in the entire last year, when there were 448.

FROM THE ARCHIVE: Traffic accidents left 448 deaths in 2016
"With an average of 40 deaths per month in the first semester of 2017, one might think that at the end of the year we could have 480 deaths, but the work of the Traffic Police will be clearly focused on lowering the figures as much as possible," said Monger. The main cause of fatal accidents on the road is speed abuse, with 69 fatalities, followed by the imprudence of drivers; many of them not wear the high visibility vest, with 51.

A meritorious behavior with a reflective vest

There is an urgent need for an information campaign on how to overtake a group of cyclists, since ignorance of the norm is greater the older the drivers.

I was driving with my car last Sunday on the PO-308 road and I passed by Covelo, around two in the afternoon. An unexpected retention alerted me. An accident had just happened. No health services had arrived, not even the Civil Guard or even Civil Protection. Only a person with a reflective safety vest in the middle of the road, with an exceptionally meritorious behavior, made signs to us to the vehicles that we circulated towards Monteverdi so that we did not stop before the scene of a person under a car, covered with a blanket, to the one that surrounded other neighbors. Road to the capital and shocked by that fleeting image, passed in the opposite direction, to the scene of the incident, a first ambulance, then another medical zed, then two civil guards on a motorcycle and almost reaching Enrique, the traffic jam team.

How many more deaths will have to occur on the roads for the institutions to face implementing measures that mean an effective reduction of windings to cyclists?
I am afraid that they will dislike as much as I do know that in 2015, 42 cycling fans died, practicing their sport, five of them in Galicia. In addition, in 2016 the cyclists who died in Spain were 33. I did not find the specific data of Galicia, but we all remember the most famous case, the winding that a driver produced to a squad of cyclists, with 2 fatalities and half a dozen wounded. Since then the authorities, particularly both the DGT and the Junta Galicia promised various measures to quell this type of accident. Of all of them, hardly the distribution of reflective vests to cyclists will have begun among some groups of fans of pedal sports. However, performances of greater packaging do not appear.

Urge a campaign to raise awareness and information to drivers about what the rule prescribes: you have to observe a safety distance of one and a half meters to overtake a cyclist and it can be done by invading the opposite lane and in a continuous line as long as there is no traffic car in front. Saving that safe distance is not a whim. Any overtaking that you do not observe carries a risk, because the air generated by the vehicle when it passes the cyclist may displace or knock it down.

Novice drivers are soaked with that knowledge from the driving school. The young and middle-aged keep this rule in mind thanks to being more porous to information. The severe problem is with drivers of very advanced ages. It is not a coincidence that the coiling author last Sunday in Covelo is 82 years old, or that the author of the Oil cyclist squad in March 2016 was 87 years old.

Collectives such as Stop Accidents Galicia have repeatedly claimed that after 65 years, drivers are forced to a recycling that entails relearning the regulations. The cycling collectives such as Monteverdi and all those that move hundreds of fans every weekend or holidays, have been crying for years to launch a campaign so that drivers in safety clothing know how to overtake a group of cyclists.

Also, the institutions announced that as much for this casuistry as for the eruption of older drivers on highways and motorways in the opposite direction, the tests of the psychotherapist required for the renewal of the card would be hardened. Unfortunately, the statistics do not yet reflect a corrective effect.
