Check lighting regularly - "lack of light" costs up to 726 euros
According to the regulation, bicycles must have a white reflector in the front and a red reflector in the back. The reflectors must be mounted individually or integrated into the headlamp. Forward and rearward reflectors are a must on the pedals.

"In principle, drivers of bicycles and e-bikes, including e-scooters, are not obliged to use headlamps or red taillights in daylight and good visibility - but in the case of obstruction and darkness," says lawyer Authried.

"Those who do not abide by the rules risk not only the safety of themselves and others but for badly equipped and unlit bicycles can be up to a penalty of 726 € imposed." If one causes an accident with personal injury due to poor or lacking lighting, compensation claims and a judicial criminal procedure must also be expected.

Helmet and reflectors are must-haves for handlebars

What says the ordinance that regulates the work of the rags

This week the Council sanctioned an ordinance to create an inclusive program of vehicle caregivers with the aim of initiating a process of incorporating these people into the formal economy.

According to what was voted during the session - article 2 - "caregivers of vehicles will be understood as any person who performs the informal activity of offering the service of caring for vehicles parked on public roads, counting on the accreditation and / or authorization card issued by the Municipality of Santa Fe and comply with all the requirements that are established. "

The enforcement authority will be the Control Secretary of the Municipality in coordination with the Ministry of Social Development and other departments that the municipality deems appropriate.

Powers of the Control Department
According to the norm, it will be the powers of the Control Department: to create a Registry of "Vehicle Caregivers"; set the number of qualifying credentials; delimit the area in which vehicle caregivers can exercise their work; assign to each vehicle caretaker at least one sector of a street and/or space, which will be indicated on the corresponding credential; and modify the street assignment prior notice, when there are provisions or indications that impact on the development of urban mobility.

The activity will be prohibited in places where there is parking measured. According to the text of the voted ordinance, Ordinance 10.966 will be complied with -excluded from the concession area of the measured parking, within the hours of services.

In addition, the Control Secretariat should establish the guidelines for an initial training course; deliver identification vests; and publish on the website of the Government of the City, the list of qualified vehicle caretakers, indicating credentials and place of work.

The ordinance establishes that the caregivers of authorized vehicles cannot demand the payment of any fee to the holders of vehicles that leave parked their vehicles on public roads. The Control Department will prepare an enrollment form, which will be made available to interested parties, establishing the following requirements: be over 18 years of age; specify name and surname, ID number, marital status, address, studies conducted; medical certificate; color photos type card; certificate of good standing; and enroll in some of the training programs and/or promotion of municipal, provincial or national employment.

The interested party must present proof of domicile in the city of Santa Fe with an adequate documentary and proof of not being registered in the Registry of Delinquent Alimentary Debtors.

The Municipality will evaluate the social situation of each person or family group in order to manage their inclusion and participation in the various existing programs at the municipal, provincial or national level; as well as ventures in the private sphere.

The regulation establishes that registered persons must obligatorily attend and approve a training course for vehicle caregivers that will contemplate the following topics: Instruction on traffic regulations; Public attention and citizen coexistence; Security; Tourist information and Voluntary Cardiopulmonary Resuscitation Course.

Other aspects of the Ordinance
Among other sanctioned aspects, the norm indicates that priority will be given to obtaining the permit as caregivers of vehicles for people over 40 years of age and those who have some type of disability.

Those people who have obtained the permit must show the same to the Municipal Control staff when they request it and they will wear fluorescent safety vest performance in their place, which must be permanently visible with their identification number and citizen attention number and legend "Contribution voluntary."

Not everything gold is shining - reflections

As promised in the previous article, once a month we will post information about reflective clothing for motorcyclists. Increase your visibility and thus improve your safety. The time has come for news from the world of flares. The first question should be "how do flares work"?

Retro reflection - this is the principle on which glare works. It consists in the fact that the light reflects from the reflective material and returns to its source. Reflective materials have such a structure that the light is reflected in the direction close to that from which it falls (not only when it falls perpendicularly). This structure is created by special elements placed on the material - glass microspheres or small acrylic prisms.

When describing these technical details, we had a specific goal. Since we already know how the reflectors work, the next question should be, do all the reflections "shine"? Only certified glare "shine". Two ways will allow you to check whether your motorcycle reflections work:

Take a picture with your phone turned on with your reflections off at a distance of about 6m. If you see a characteristic flash in the picture, it means that your reflections are OK. After a few washes of your motorcycle clothing with reflective elements, do it again. If the picture has the same effect, it means that your reflective vest is of good quality. Unfortunately, it often happens that unproven reflections lose their qualities after several washes (fluorescent material and reflective tape lose their properties).

The second way is to remember this abbreviation - EN 471. If the reflections are certified, the label should indicate that the product was made of materials that meet the EN 471 standard or the product meets the EN 471 standard. What is the EN 471 standard?
EN 471 is High visibility warning clothing for professional (professional) use. The standard specifies the requirements for clothing visually signaling the presence of the user, to be seen and seen in hazardous conditions with daylight and headlight.

A safe cyclist with reflective vest on the road

Drivers receive reflective vests

A massive delivery of reflective retro vests to drivers made this afternoon the National Traffic Safety Commission with the Chilean Safety Association and the Automobile Club of Chile, as a way to promote its use and disseminate this element among drivers since, as of January 1, it will be mandatory to incorporate the safety kit of all motor vehicles.

Rules of the road: the rights and duties of the cyclist

Like motorists, cyclists are required to follow the rules of the road. Regulations for cyclists
Decree No. 2015-808 of 2 July 2015, on the action plan for active mobility and parking, introduced new provisions for bicycles and pedestrians in the Highway Code. For the government, the theoretical objective is to "secure and promote the pedestrian and cyclist journey.” In practice, the text aggravates the penalties for parking or stopping vehicles on pedestrian and bicycle paths and less than 5 meters upstream. The decree also allows cyclists to move away from parked vehicles on the right side of the road, on lanes where the speed is limited to 50 km / h. At the same time, it allows motorists to ride a continuous line to overtake a cyclist if visibility is sufficient.

Another novelty is that cyclists can now ride on paved shoulders, a measure that until now only applied outside built-up areas. As of January 1, 2016, two new provisions of the decree are implemented. The first relates to the dual cycle direction, which will thus be extended to pedestrian areas and to all the tracks where the maximum authorized speed is less than or equal to 30 km / h, unless otherwise decided by the authority empowered by the police. The second is to prohibit mopeds from positioning themselves in the bunkers for red lights (that is to say in front of cars), unless otherwise decided by the authority empowered by the police in safety vest.

When a cyclist commits a violation of the Highway Code (crossing a continuous line, passing dangerous ...), he risks a fine whose amount varies according to the offense. However, and it is important to remember, any offense committed with a bicycle cannot be penalized with a withdrawal of points on the driver's license. If this is the case, it is recommended to appeal to the Ministry of the Interior for restitution of points.

Yellow vest and A2 license required for bikers
