Have pedestrians forbidden to be distracted by gadgets at the crossings?

"The new edition of the rules of the road will forbid pedestrians to be distracted by gadgets while crossing the road," BelTA agency quotes the senior inspector on special assignments of the UGAI of the Ministry of Internal Affairs Alexander Shevchenko. It's about using smartphones and listening to music on headphones. However, it is not yet known how they will be punished for this violation and when the new rules will take effect.

Recall that a public discussion of the draft amendments to the decree on measures to improve road safety was held in May. Now the document is being agreed with government agencies.

The issue of headphones at pedestrian crossings and railway crossings has been raised for a long time. Regularly, in the accident report, people were injured or died because they did not hear the sound of an approaching car or even a train! For example, back in 2015, in an interview with Komsomolka, the head of the Minsk State Automobile Inspection Dmitry Korzyuk said :

"Our main request: when approaching the transition, you need to make sure that it is impossible to cross this intersection with headphones in your ears. I don't like this either, as well as the fact that many cross the road without looking up from the phone screen. But if today we ban headphones, then tomorrow it will be necessary to remove hats and hoods - everything that interferes with the review. A pedestrian is simply obliged to be careful and make sure of his safety before crossing the road. We are all responsible for our lives."

What else do you want to change in the new traffic rules?

They want to introduce the concept of "personal mobility tool." This will include electric scooters, monowheels, gyro scooters, which accelerate no more than 25 km / h. Their "drivers" will be equated with pedestrians. They want to equate powerful electric scooters (over 0.25 kW) with mopeds with all the ensuing consequences: obtaining a driver's license, passing a vehicle inspection and insurance.

Cyclists will have to dismount only when crossing an unregulated pedestrian crossing. In other cases, you can ride without getting off your bike, but not faster than the speed of a walking pedestrian. They want to prescribe a green path for cyclists in the rules and also oblige cyclists and mopeds to wear a reflective vest with reflective tape in the dark.

They will introduce the so-called "rule of two lanes": they promise to indicate at what time and in what place the driver must stop to let the pedestrian pass. Now the situation with the so-called "pedestrian access" is interpreted differently, leading to conflicts between drivers and inspectors.

The procedure for passing exams at the traffic police will change - it will be possible to take it by car with a gun. In this case, they will put the appropriate mark in the rights - it will be possible to ride only on the machine. They also intend to introduce a point system of fines: it will work in addition to the existing fines. For different violations, a different number of points will be awarded. If you accumulate 15 points per year, the driver will be taken away for six months.

Petition To Move Halloween To Last Saturday Of The Month Goes Viral, But Does It Have Any Hope?

Halloween is arguably one of the most fun, carefree holidays for people young and old. From dressing up in costume to consuming wild amounts of candy, there's a lot to love about this holiday with one exception - its date of October 31. The event sometimes falls in the middle of the week, which can cause some issues for parents concerned with their kids' busy schedules. And this could be one reason why a petition to move Halloween to the last Saturday of the month has gone viral. But some might be wondering: Does this suggestion have any chance of happening?


The petition in question was first launched in 2018 by the nonprofit, the Halloween & Costume Association, a "trade organization to promote and build a celebration of Halloween in the United States," according to CNN. And despite being an old petitioner, it recently started gaining traction online with over 97,000 signatures as of Sunday.

Here's what's going on in a nutshell: The petition suggests that bumping Halloween from its current date into October will create a "safer, longer, stress-free celebration." It also means no more rushing to get off work in time to take the kids trick-or-treating, missing out on all the good candy, and battles to get to school the next morning.

The petition claims 3,800 people are injected every year on Halloween and 82 percent of parents don't prioritize high-visibility aids, like reflective tape, glow sticks, or finger lights, on costumes. And while child safety is a noble cause, it's going to take more than support from the public to see Halloween moved to a new date because it requires the help of politicians.

As noted by KXAN, an NBC News affiliate station, President Donald Trump would be the first to go to Congress and ask that Halloween be named a government-regulated holiday. That has only happened six times since 1888, according to the outlet, so the odds of it happening for Halloween aren't great. What's more? This cause doesn't appear to be on Trump's radar right now, which is somewhat unsurprising.

As for the list of current federal holidays, it includes New Year's Day, Martin Luther King Jr.'s birthday, Inauguration Day, George Washington's birthday, Memorial Day, Independence Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas, according to ThoughtCo. And according to the publication, local and state governments establish their holiday schedules, while businesses are free to do the same. This explains why some stores remain open on holidays like Christmas and Thanksgiving, while others close.

It's important to note that some of the aforementioned holidays have become government-regulated events more recently than others. Martin Luther King Jr.'s birthday, for example, was first celebrated as a holiday in all 50 states in 2000, according to USA TODAY. This should give hope to those who want Halloween moved to a new date, as there's a chance it could have added to the official list of federal holidays. That being said, I wouldn't count on it happening anytime soon.

Cyclists are not required to wear a helmet, use a cellphone or headset

According to the Law on Basics of Road Traffic Safety in BiH, which officially came into force on February 15, cyclists who do not respect the old and new articles of the law will face fines of 30 to 50 KM. The new law, among other things, prohibits the transport of a person under the influence of alcohol or other psychoactive substances, the use of a cellphone and a headset in his ears, but permits driving without a helmet.

Some of the regulations have not been approved by cyclists who believe that the Act has been amended to make many people give upcycling and that some of them are not clearly defined.

By law, it is strictly forbidden to release the steering wheel from your hands, except in the case of announcing a change of direction, then removing the foot from the pedal, holding on to another vehicle, guiding or pushing other vehicles or animals, carrying objects that may interfere with steering, wearing headphones on both ear or use of mobile phones.

"Pedaling was put down and not sufficiently clarified, but it was probably thought that riding a bicycle was not a reckless act that could put the rider or other road users in danger. We put comments and remarks on the headset and mobile phone because it was, for example, car drivers allowed to use their phones if they use hands-free devices, while cyclists are not allowed to do so. One of the new regulations that have previously only been generally treated is the transportation of a person under the influence of alcohol or other psychoactive substances.

"We think this provision is rigid. It is certainly not necessary to promote the use of alcohol and cycling, but it is still more useful for people to go on a bicycle than a car when they have had a glass more. That is, if you have a drink, your balance center is under influence and you are not able to ride a bicycle, the problem is that many in such a condition can drive motor vehicles on the roads and this is a real danger, "our interlocutor points out.

Wearing a bicycle helmet is optional, but the BiH Road Safety Basics Law prohibits the carriage of a child under eight without a helmet buttoned on and a special seat adapted to the child's age.

"Now all cyclists can decide whether or not to wear a helmet. This item has adversely affected the popularity of using a bicycle as a means of transport and has not in any way diminished the causes of road accidents that have had to be worked on at all times. "We believe that for rural areas, but also citizens of poorer financial standing, and that is quite a number in BiH, there is still a noun to set aside up to a hundred convertible marks for this allowance and the police should keep that in mind," Dakic points out.

Another obstacle that, according to the Environmental Center, lies between man and bike is the mandatory use of a reflective vest, which ensures adequate visibility in the period from dusk to dusk, as well as in case of reduced visibility during the day.

"In the first law passed in 2006, light-reflecting vests with reflective tape were not even mentioned, so that by 2010 they would be put as the only option and required to be worn by all cyclists. Thus, this provision greatly discouraged cyclists. especially in urban areas, where many people who were biking to work, to the theater, to the city, did not want to ride a bicycle but went by car or on foot. This year, we insisted on adding a section that describes retro-reflective equipment that increases the visibility of cyclists. especially when it comes to lateral visibility. This extension makes it easier to select equipment that is more affordable and easier to use on the market, encouraging people to use as much equipment as possible and be visible without affecting their comfort," he said.

The Giro di Sarajevo Association also notes that electric bicycles are now counted as bicycles if their rated power is no more than 0.25 kilowatts and if the speed does not exceed 25 km / h, which is a limit for cycle paths.

The Prime Minister's response to the students

Students from Helena School attended Wednesday's event at Knistad Gerrard. They represent the future and were there to join Camilla Rickstrand's and Erik Lundgren's lecture series Skaraborg's Sessions. They got to mingle with many heavy names in the business.

Jacob Backhaus, Mathilda Hansson, Ella Regstorp, Noah Törnqvist, and Tilda Hellgren all attend the Helena School's advanced education in mathematics, physics, biology, and chemistry.

In their spare time, they have competed as Team Dahlénium and been successful.

"We participate in the world's largest innovation and technology competition for young people," the students explain.

They competed for the first time in 2016 when they came second in the qualifiers. In 2017 they won the qualification and went on to the Scandinavian final in Oslo.

That went well and we will represent Sweden in Hungary in a kind of final where 50 countries and 70 teams participated.

Each year there is a new theme and last year was the theme "Problems that can arise between humans and animals" when the students made a reflective tape for cows.

It was after 40 cows had died in connection with a traffic accident outside Hjo and a fire truck drove straight into a cowherd. The driver of the fire truck had been blinded by an oncoming vehicle and the cows did not appear in the dark.

This was an easy solution to the problem since it is easy to attach to the animal's necklace.

One of the elements of the competition was to build an armored robot, it was programmed to solve various missions on a track under time pressure.

Not wearing life jackets is among the causes of deaths in marine accidents

Lack of wearing a safety jacket on small, medium and large vessels is among the causes of deaths during navigation in the Amazon rivers. So says the Fluvial Captaincy of Santarém, Pará. In 2017, the Captaincy opened 28 inquiries to investigate nautical accidents in the region. In all, 19 people died from accidents.

Small boats are widely used by the riverside as a means of transport. Most vessels even have the safety vest, but crew and passengers are unaware of wearing it. For individual use, the vest allows the person to remain afloat in the water in the event of a wreck.

"Usually what we see here in Santarém and the municipalities of the jurisdiction is a disobedience to the rules. Many times we approach some vessels that their crew have their vests with reflective tape, but insist on not wearing them," explains the deputy commander of the Fluvial Captaincy of Santarém, Renato Ferreira.

The Fluvial Captaincy states that any vessel must offer life jackets for the right amount of crew and passengers. Throughout the year, campaigns are developed in schools to warn of the risk of accidents and the importance of using rescue equipment while traveling.

CPW reminds the public to wear life vests

As stand-up paddle boards become more and more popular, Colorado Parks and Wildlife reminds paddlers to wear personal floatation devices when using this watercraft.

The danger is amplified on reservoirs and ponds in the afternoons in Colorado when fast-moving storms bring high winds and stir up waves. Water temperature is also a factor; even though the weather has been hot recently, water in rivers and reservoirs remain in the 50-degree range which will quickly impair swimming ability.

According to CPW regulations, on any watercraft, the number of life jackets on board must match the number of passengers. Anyone 13 years or younger, when on the water, must wear a life jacket at all times. Every kind of craft is subject to the Regulations, including paddleboards, kayaks, canoes, sailboats, and sailboards.

Last year at Ridgway State Park four adults who were not wearing life jackets had to be rescued after falling from paddleboards. Two youngsters who were wearing adult-sized life jackets with reflective tape also had to rescue. The ill-fitting PFDs did not support them in the Water properly. Children must be fitted with properly sized PFDs.

"Anything can happen at any time on the water, so we urge people to be cautious and consider their own and their loved one’s safety while they’re enjoying the water," Copeland said.

Only one in four drivers remember that he has just overtaken an urban cyclist

It is the main conclusion reached by the report "Driving attention: invisible cyclists for drivers", presented this morning in Madrid Mapfre Foundation and Bosch Spain.

The study is the result of a survey of 1,031 drivers who have overtaken a cyclist in a street and who have been asked if they have been aware of it during their journey. The report also includes the results of an in-depth analysis that has been carried out on 15 drivers between 20 and 57 years old, who have been monitored to see if they have been aware of the presence of cyclists and to analyze their behavior at the wheel, driving style and mistakes made.

Only one in four Spanish drivers (specifically, 23.1%) remember that just ahead of a cyclist without a reflective vest on a street, a proportion that increases to one in three (35.4%) if they exceed a bicycle user wearing a vest.

The study was carried out during the day between 9 a.m. and 5 p.m. in Madrid. A total of 1,031 drivers participated in the quantitative phase of the investigation when overtaking a cyclist with a vest and another without him for about 400 meters. Some 100 meters later, they were surveyed during the 30 seconds they stood at a red light with two or three questions: if they had seen a bicycle circulating in the last 400 meters, if there was any risk of interacting with that vehicle and, in case affirmative, what was it.

In the case of the cyclist without a vest, only 23.1% answered that they had seen him and 3.9% that he had assumed some risk to overtake him. As for the bicycle users wearing a reflective vest, 35.4% verbally confirmed a conscious visualization and only 7.8% acknowledged having perceived some risk when passing it.

Therefore, the great majority of drivers of motor vehicles are not aware of the fact that they overtake cyclists, although this circumstance is greater among those who interact with bicyclists with vests, to whom they apply a greater safety distance.

On the other hand, a total of 15 drivers from 20 to 57 years participated in the qualitative phase of the study accompanied by a psychologist, who analyzed the behavior of motorists, their driving style and the mistakes made.

In this case, 27% of the drivers had made an effective visualization of the cyclist without a vest, which means that the others did the maneuver automatic way, and the perception of risk appeared in 1% of motorists. Regarding the cyclist with a vest, 39% had seen it and 8% had some perception of risk.

According to the study, users of bicycles were involved in 8,065 accidents in 2017, in which 78 cyclists died, 694 were injured hospitalized and 7,035 were injured not hospitalized. The accidents occurred mostly in urban roads (72%). That same year, four cyclists under the age of 15 died.

Given the lack of perception of cyclists by drivers and the increasing use of the bicycle as a means of urban transport, Bosch has developed the automatic emergency braking system with detection of cyclists, which was presented this Thursday after the study became known.

Halloween in Colombia needs extreme precautions with children

Police officers with the mayor gave away their reflective vests again

Officers of the Poviat Police Headquarters on Wednesday (8 May) once again this year carried out the campaign "Safe bicycle season 2019." These were joint road and city authorities' activities in favor of cyclists' safety, consisting of giving the cyclists their reflective vests.

On Wednesday morning, policemen from the road club focused their activities in this area, where many cyclists appear.

The aim of the activities was to improve safety on the roads of unprotected road users by increasing their visibility. On that day, cyclists came to receive reflective vests funded for residents by the city authorities. It was handed by the mayor Krzysztof Kaliński and the head of the traffic section Mariusz Kajewski. In total, 50 reflective vests were distributed.

The police are encouraged to wear reflective vests not only in the evening but also during the day. Vests significantly improve the visibility of the cyclist and thus increase its safety on the road.

It should be remembered that the reflective vest with reflective tape does not release from the obligation of proper lighting and bicycle equipment.

"In addition, we would like to remind you that in connection with the beginning of the cycling season, the popularity of this means of locomotion in the city and the thefts of two-wheelers appearing during this period, we continue the campaign of marking bikes last year," adds the policewoman.

Police officers from the Poviat Police Headquarters can mark a bicycle with any interested person. Engraving and a durable sticker, as well as creating a database of these two-wheelers will certainly scare away bicycle thieves.

Mandatory reflective elements of pedestrians: Better than nothing

The action "Traffic regulations - the law of life on the road!"


Pupils of school number 11 reminded the Berd residents how to cross the road in order to stay alive and not become a cause of an accident.

On the eve of the summer school holidays, employees of the Novosibirsk State Traffic Inspectorate carry out a set of preventive measures to prevent the facts of road accidents involving minor children.

Schoolchildren and teachers of educational institutions of the city of Berdsk take an active part in this. Volunteers of the "UID" school squads conduct preventive conversations among peers about traffic observance, explanatory work among parents, as well as thematic actions for road users on safety issues on the streets and roads.

Employees of the traffic police regiment of the traffic police in the Novosibirsk region, together with activists of the "UID" squadron of school No. 11, conducted a preventive campaign in "Berdsk" "The SDA - the law of life on the road!" The organizers of the action turned to pedestrians and drivers to comply strictly with the requirements of the rules of the road, to be attentive and disciplined on the roads.

In the post offices of Kuzbass will sell flickers

A reflective tour of the province


A reflective tour of the province is underway Mazowieckie. Today, the students of the General Education School in Mogielnica in the Grójec district received reflective vests.

This is the next edition of the "You are visible, you're safe" campaign, organized by the Provincial Road Traffic Center in Radom and the Marshal's Office of the Mazowieckie Voivodeship. Over 120 students of grades I-VII received reflective elements. They had the opportunity to practice their skills on a bicycle obstacle course. They also familiarized themselves with the principles of first aid and road safety.

"Today, the children got sets with four reflective elements. These are two wristbands that can be put on your arm, leg and two pendants, which you can attach to your backpack or keys," said Tomasz Jagodziński from the Marshal's Office.

"In addition to learning, safety and health are in the first place. This campaign should be promoted by all schools to make young people aware that this safety is the most important thing for their lives," said Jolanta Tomczyk, the director of ZSO.

"Every action that will save a human life is the most important one. If any visible and visible reflection allows the car not to enter only one person, then it is already a success," said the councilor of Mazovia regional council Leszek Przybytniak.

The Grójec police and fire brigade were also involved in the reflective action in Mogielnica.

"Reflective materials are very important, especially important among the youngest ones. There are no sidewalks in this area, which also significantly affects safety. In addition, now it is not yet clear enough when children go to school, so they will be able to use these reflections for their safety, "said Agnieszka Wójcik, a press officer of the Poviat Police Headquarters in Grójec.

First of all, it is caused not so much by fashion, but by the fact that producers and clothing and those reflections go with the times. It is no longer like one type of hangers, one color. Various elements are produced from hangers, bangles, vests with reflective tapes, through even toys, mascots, bags and it is more and more visible on the streets. This is also visible among people who actively play sports. We start to take care of our own safety," said Dariusz Piątek.

"If it had a reflective vest, it probably would not have happened to the tragedy," says the police after a fatal accident in the Lublin region. This is a cautionary tale. On Saturday, on one of the roads in the Lublin province, near Łuków, there was a tragedy. The driver who wants to remain anonymous drove along the dark road, where there is no lantern. As the man confessed to the reporter, he is still in shock.

"There was a car coming from the opposite side, I changed the lights for a short time," the driver reported. "And at some point I noticed in front of the car from 10 meters, maybe six walking.
