SUMMER SCHOOL AT BALANCE SHEET

After 6 weeks in which more than 200 children and adolescents from Braila participated in the "Danube Summer School", within the County Library "Panait Istrati" the courses organized in the 60 workshops have ended.

The story of the Summer School ended on August 1, by a trip on the Danube aboard the ships "Borcea" and "Ovidiu". It was a surprise of the library for the children enrolled in the program and for the coordinators of the workshops and many of those present were overwhelmed by the beauty of the adventure on the water.

Throughout the courses, there were diverse and interesting activities, clever, creative and empathetic moderators.

"In total, there were 60 workshops within the Danube Summer School, 90% of them having a fishery theme, totaling over 700 hours of activity, each having a variable period of development. Thus, some activities were carried out during one week, others during the whole club, reaching a total of 470 workshops. On average, each day there were 253 visits, with 16 participants per workshop, totaling 7,590 visits throughout the club. In this project we've involved 30 librarians, 40 external collaborators, and 70 young volunteers, who dedicated themselves to children and their development", said Laura Caplea, spokesman of the County Library. The workshops with the greatest attraction for children were those of skill, where they had the opportunity to create under the guidance and careful supervision of the coordinator's various objects, toys, paintings, which they could later take home.

Also, a great success was the creative writing workshop, where 19 talented children and young people, between the ages of 10 and 17, wrote an anthology of literary texts "Legends hidden in waves", published in Proilavia Publishing House in 350 years.

Equally interesting to the young people was the marine knot workshop, where they learned to make various types of knots, as well as to use the reflective vest and the life jacket. The teenagers were attracted to the techno-creative workshop, where they learned to build 3-knot boats, equipped with video cameras, designed to make various measurements, such as the temperature or the depth of the water, without disturbing the natural, wild environment of the Bălţi Mici area of ​​Braila.

In other workshops, children had the opportunity to make various visits to the municipality or county, where they learned the history of places, personalities, buildings and factories representative for the area in which they live. The visit to the VARD Brăila Shipyard revealed to the children some of the trades of those who work within this unit, and at the Holiday Ecobase workshop, the children discovered the beauties of the wild area of ​​Balta Mică in Brăila, following a visit with the ferry in the area.

The Danube Summer School was funded with European POPAM funds, which provided the necessary materials for the workshops, the participation of children being free, only based on the library permit. The project was financed within the Strategy for Integrated Local Development of the Fishery Zone of Brăila county with the sum of 123,576 lei, and the project manager is Corina Ciuraru, head of the service within the Library. The main topic of the activities was the fishing area of ​​Braila, the environment, the fauna and flora of these places, as well as the traditions and customs here, and the period of implementation continues until May 2020.

The specialist warns parents of children on bicycles: this safety measure is a must

Cyclists are not required to wear a helmet, use a cellphone or headset

According to the Law on Basics of Road Traffic Safety in BiH, which officially came into force on February 15, cyclists who do not respect the old and new articles of the law will face fines of 30 to 50 KM. By law, it is strictly forbidden to release the steering wheel from your hands, except in the case of announcing a change of direction, then removing the foot from the pedal, holding on to another vehicle, guiding or pushing other vehicles or animals, carrying objects that may interfere with steering, wearing headphones on both ear or use of mobile phones.

"Pedaling was put down and not sufficiently clarified, but it was probably thought that riding a bicycle was not a reckless act that could put the rider or other road users in danger. Lower fines and reflective vests for pedestrians

Lower fines for minor traffic offenses, but also mandatory reflective vests for pedestrians. These changes brought by an amendment to the Road Act, which alleviates most of the original regulations.

Interior Minister Robert Kalinak said he is responding to improving the road safety situation. The study is the result of a survey of 1,031 drivers who have overtaken a cyclist in a street and who have been asked if they have been aware of it during their journey. The report also includes the results of an in-depth analysis that has been carried out on 15 drivers between 20 and 57 years old, who have been monitored to see if they have been aware of the presence of cyclists and to analyze their behavior at the wheel, driving style and mistakes made.

Only one in four Spanish drivers (specifically, 23.1%) remember that just ahead of a cyclist without a reflective vest on a street, a proportion that increases to one in three (35.4%) if they exceed a bicycle user wearing a vest.

The study was carried out during the day between 9 a.m. and 5 p.m. in Madrid. A total of 1,031 drivers participated in the quantitative phase of the investigation when overtaking a cyclist with a vest and another without him for about 400 meters. Therefore, the great majority of drivers of motor vehicles are not aware of the fact that they overtake cyclists, although this circumstance is greater among those who interact with bicyclists with vests, to whom they apply a greater safety distance.

On the other hand, a total of 15 drivers from 20 to 57 years participated in the qualitative phase of the study accompanied by a psychologist, who analyzed the behavior of motorists, their driving style and the mistakes made.

In this case, 27% of the drivers had made an effective visualization of the cyclist without a vest, which means that the others did the maneuver automatic way, and the perception of risk appeared in 1% of motorists. Regarding the cyclist with a vest, 39% had seen it and 8% had some perception of risk.

That is the question that Matías Bahamonde, 23 years old, has after Friday when he went out for a ride in Temuco on his motorcycle and was fined by Carabineros for not wearing a reflective vest.

"I was on my way to Labranza when I ran into a couple of police officers who performed a routine check, they asked me for the papers and since I had everything in order and in good order, I remained calm," the young man explained to LUN.

He added that "we were finishing when they look at each other and ask each other: 'What do we do with the reflective vest? Did we pass the infraction or not?' The Carabineros were not clear what to do."

Bahamonde indicated that at the crossroads, one of the carabineros decided to take the radio and ask, obtaining a "yes" answer, so he must appear at the local police court on January 12.

His case was viralized by social networks and reached the ears of the National Traffic Safety Commission, who confirmed through their Twitter account, that the part taken is illegal.

Despite the clarification of Conaset, the doubts regarding this issue are due to the fact that article 75 of the modified decree 164 of the Ministry of Transport does not specify which vehicles the vest must have.

It should be remembered that the only obligations of motorcyclists' clothing are those that appear in decrees 231 and 234 of the Traffic Law, which is related to the biker's clothing and the use of a reflective helmet.
