The Security
Secretariat is analyzing the possibility of returning to the reflective vest
with a license plate number for motorcyclists, permanently, a rule that was
overturned by Congress itself a few years ago.
The proposal is
supported by the recurring cases of thefts committed by some motorcyclists,
especially at night in neighborhoods of Bogotá, when criminals take the
opportunity to steal passers-by who get off the mass transportation system when
they arrive at their home, or those who they walk talking on the cell phone or
after a purchase.
The Secretary of
Security, Coexistence, and Justice, Hugo Acero, stated that in the past the
vest standard served to reduce motorcycle theft in the city.
"That allowed
us to check and question people whose vest number did not correspond to the
motorcycle's license plate. In many cases we found people who had just stolen a
motorcycle", declared Acero.
Also, the
secretary argued that another advantage is to reduce the number of deaths in
motorcycle accidents because they would become more visible.
The official said
that the proposal is supported and that he is going to present it to the mayor
and then put it for the consideration of congressmen to make it law.
This rule would
also bring an advantage for the prosecution of people who commit motorcycle
thefts since there would be full identification through people who are
witnesses or victims of a crime and greater monitoring through security
cameras.
Secretary Acero
indicated that this regulation for motorcyclists was implemented in the past in
the hitman era, just after the murder of Jaime Garzón, and it gave results.
