In Turin, electric scooters and pedal-assisted bikes with sharing are arriving. After the approval on 8 October by the Appendino of the guidelines for free-floating services, this morning the public notice for operators who want to offer these services and those of traditional bicycles, scooters were public in the praetorian register.

The first scooters should be racing through the streets of the city in November. If at the moment it is not yet possible to know if someone will decide to join, as transport councilor Maria Lapietra announced ten days ago, "there are 12 interested managers, as well as some for assisted pedaling bikes".

There is a limit of 500 units per company, which may vary according to use. "If a type of vehicle will be used a lot, the exponent of the junta Appendino explained - the manager could put more on the road. On the contrary, it will be obliged to remove them ". In the squares of San Carlo, Castello, Vittorio Veneto, Carlo Alberto, Carignano and Palazzo di Città parking will be permitted only in the areas designated for parking cycles and motorcycles.

Each operator must guarantee an insurance policy and a 10 euro surety bond - for traditional bikes and assisted pedaling, for scooters and segways - and 20 euros for scooters. The managers, for each vehicle, will have to allocate 5 euros for the MaaS platform, which will integrate the various services to move around the city (from local public transport to We Taxi, from scooters to bike sharing).

To ensure the removal of abandoned or irregularly parked vehicles, operators will have to activate a call center active 7 days a week, 24 hours a day.

The notice will remain open for the next 5 years: advance deadline to 27 July 2021 for only innovative micro-electrically propelled vehicles, such as scooters.

"DO WE SEE?" - PEDESTRIANS SHOULD WEAR REFLECTIVE CLOTHING

Pedestrians in traffic should become more visible - especially in rural areas of the Czech Republic. Reflective clothing, ribbons and safety vests soon become mandatory for non-motorized road users in certain situations.

Reflective clothing can be detected about three times as far away in the night traffic as bright clothing and up to ten times greater distance than dark clothing. Exactly 200 meters. The clothing thus significantly increases the safety of road users and can avoid many accidents. From February, it will be mandatory in the Czech Republic to wear reflective clothing. The rule applies in the dark, rain or fog, outside towns where there is no sidewalk and no street lighting. Martin Farář is the head of the Road Safety Department at the Ministry of Transport:

"The requirement applies to pedestrians moving on unlit roads. When they walk by the side of the road, they are obliged to wear clothing or clothing made of reflective material in such a way that they are seen by all road users. "

For the pedestrians who go from one village to another at night, there are no exact rules on the size of the warning elements. Martin Farář explains the rules:

It is not enough to have a reflective sticker on the front of the jacket or the coat or the backpack on the back. The reflector must be visible from all sides. Most suitable for this are reflective tapes, which are worn around the wrist or ankle. It is best to carry the strip as far down as possible because the lights of the vehicles are directed downwards."

Failure to comply can result in fines of up to 2500 kroner (92 euros). The new regulation will come into effect in February. In a transitional period, the police should inform about the provision and distribute reflective tapes in the population.

Reflector duty for pedestrians comes into effect through a change in the law, signed Thursday by President Miloš Zeman. The novella includes a few more changes in the road. In the future, motorists will be required to clear their cars of snow before driving if the snow limits their visibility or jeopardizes other road users. If a dangerous defect on the vehicle is detected during a check, the police may soon confiscate the vehicle registration. And anyone who drives over a railroad crossing despite a warning signal must expect a driving license withdrawal of up to six months.

More security for little "beavers"

Not only parents, educators and the police want to do something about children's car accident rates, but also a club that wants to get involved in a project to equip Kitas' kids with reflective vests, which should improve road safety, "Round Table" is the name of the union of men who have set themselves the goal of social involvement in various projects.

The "Biberburg" parents Mick and Katrin Dobber had made contact with the "Round Table", more precisely to the friendly Torsten Brandenburg, which belongs to the so-called "RT Münster 48". The parents had suggested equipping also the kindergarten "Biberburg" in the course of the club project with safety vests. The children are still on vacation. But the new school-goers and those who change schools in a few days should already train their new way, experts advise. Even those who have practiced the way by bus and train, comes the first time relaxed in the new school year. Often the concentration decreases rapidly when other children join. Many parents organize "walking buses" with several students, who take turns accompanying them.

  

The police strongly advise against bringing children to school by car. So that accidents like those in Mönchengladbach cannot happen, many schools have long set up parental detention centers that are located away from the school building and therefore safer.

The renunciation of the parent taxi is not just about the dangers of parking and getting out. Scientific studies show that children who are brought by car, move much more dependent on the road. They hardly learn to estimate distances and recognize dangers. So they are much more at risk of being involved in an accident.

The police recommend: "Children should first take the bicycle exam during primary school and then cycle to school." The bike test usually takes place in the 3rd or 4th grade. The darkness in winter is a risk for all road users, but it quickly becomes a danger to children. If the view is bad or the children are dressed dark, they are perceived as pedestrians in traffic often very late. The remedy is an Upper Austria-wide promotion of the Civil Protection Association offer, which offers warning safety vests for kindergarten groups' promotion awards. Visibility increases from 30 to 150 meters with the safety vest sew on reflective tape.

Safety bag and a safety game

The action aims to make the kindergarten children on excursions, walks and the like more visible. As a bonus, each kindergarten group receives a safety bag with reflective fabric. This corresponds to the design of a safety vest and is also reflective. Kindergarten teachers can use it as a backpack and are a "visible role model". Also, there is a safety memo developed by the OÖ Zivilschutz for the kindergarten, a safety game that illustrates children's everyday risks and avoidance of danger.
